From proposal to final rule

Proposals invite comment on draft requirements. Comment periods often last 60 days, but may be shorter or longer. Finalization has no fixed deadline unless set by law. Final rules usually take effect at least 30 days after publication; additional conformity time may follow. Board rulemaking FAQ.

Dates need a purpose

Editorial interpretation: do not convert a comment deadline into an operative-date claim. Locate the specific final notice and its effective-date language; otherwise, mark that date unestablished.

Submission guidance is not a current notice

The separate comments FAQ describes web-form, mail and email routes, following proposal-specific instructions. It identifies no current proposal or deadline. Board comments FAQ.
